Discussion of language revision of 2 motions originally presented at the September 7, 2006 meeting –

Motion #1

 

Whereas, the economy of our City requires a highly skilled, highly trained work force;

Whereas, the youth of our City represent our future work force;

Whereas, investment in the young people of our community will provide a sustained and enduring return on investment, increasing their employability and earning power, and thereby improving their health, economic circumstances and quality of life;

Whereas, the ability of our youth to step into their optimal adult roles improves dramatically when certain factors are present in their young lives;

Whereas, those factors include good health, a stable living situation, access to training and education and encouragement in the pursuit of their goals; and

Whereas, the needs of youth are often distinct from the needs of adults seeking to enter the work force;

The HRC Employment Committee recommends that the Human Rights Commission request the City and County of San Francisco to aggressively look for ways to increase its commitment to the development of the youth of our City, including through the following means:

  • Require all City departments working in the areas of disability, health, education, housing criminal justice and employment to address the needs of youth ages 14-24 in their planning and their daily work;
  • Ensure that all One Stop Employment Centers make youth a priority by designing delivery systems and providing services on a sustained basis that targeted specifically at youth, and ensuring that there is sustained representation on the One Stop Centers’ Youth Committee
  •  Critically review the distribution of resources which support these factors to ensure that adequate resources are available in those parts of the City where the youth are most in need of them;

 

 

Motion #2

 

Whereas, the HRC Employment committee recognizes that a stable, supportive community environment is a requirement for most youth to make a successful transition into adulthood in which they will be productive employees and return contributors to their community;

Whereas, the conditions for such transition in the Bayview Hunters Point area are deficient, as evidenced by, among other things, the fact that 23% of the youth referred to the San Francisco Probation Department were from the Bayview Hunters Point zip code;

The HRC Employment Committee recommends that the San Francisco Human Rights Commission ask to City and County of San Francisco to explore the feasibility of identifying an existing facility or building a Youth Training and Employment Center in the Southeast Section of Bayview/Hunter’s Point that will house needed services in one facility and will serve as a social, meeting and networking place for youth and their families.  (Action Item – 10 minutes)
