Call to Order/Roll Call
The meeting was called to order by Commissioner Alicia Becerril at 1:40p.m. A quorum was present.

Adoption of Minutes
The minutes of the May 8, 2003 meeting were approved. Member Jerry Jones reminded the Committee that the minutes of the March 6, 2003 had not been approved at the last meeting due to a lack of quorum. The minutes will be presented for adoption at the August 7, 2003 meeting.

Staff Report
Commissioner Becerril was welcomed to her first meeting.

Mr. Hypolite introduced new member Len Vetrone who represents Nibbi Brothers General Contractors. The HRC interns were introduced: Rachel Geller, Employment Unit, Christine Akutagawa, Housing Unit and Chelsea Haley Nelson, LGBT/HIV Unit.

New Business
Don Hesse gave a report on the First Source Hiring Program of San Francisco.

  • The Board of Supervisors passed the legislation establishing the program 4 1/2 years ago.
  • The program applies to city contracts for services that are greater then $200,000. Currently there are over 2,000 contracts.
  • First Source requirements must be included in these contracts.
  • All entry-level positions should be filled with people referred by First Source.
  • The program covers three main areas for contracts.
  1. Contracts over $200,000 for services
  2. Private/Commercial developments
  3. City Construction contracts greater then $350,000
  • Residential construction is statutorily exempt
  • The program will sunset in January of 2004. The Board of Supervisors has been asked for a one-year extension in order that the program can be evaluated. Various community groups will be asked for recommendations for the new legislation.
  • Mr. Hesse presented statistics on the Mission Bay and the Muni Light Rail Project.
  • Home Depot also must comply with First Source.
  • There is a written agreement that 50% of the employees will be San Francisco residents, and of that 50%, 25% will be Bay View residents.
  • The store will employ 300 people and 200 of them will be entry level. First Source will fill these entry-level positions. One hundred of them will be Bay View residents.

Kathy Knudsen gave a report on the Vocational Training Programs provided by the Employment Services Division of the Department of Human Services.

  • They provide job testing and training for anyone who wants it. They also provide office and industrial skills training.
  • All of the workshops are free and open to the public.
  • They offer job search counseling and support groups in preparation for entering the job market.

Cynthia Goldstein gave a report on the Equal Benefits Ordinance.

  • Cynthia handed out a Power Point presentation with information about the entire ordinance and its impact.
  • Ms. Goldstein's presentation showed a steady increase in compliance with the ordinance over the past five years. Over 50,000 individual employees and their partners have directly benefited from this ordinance.
  • This ordinance is able to be enforced under 3 different circumstances:
  1. The company does business in San Francisco.
  2. It can be enforced anywhere in the US that the company has offices that is part of the business dealings that the company has in San Francisco.
  3. Where the work is related to city contracts.
