New Business

Mr. Richard Waller gave a presentation on two programs, the Minimum Compensation Ordinance (MCO) more commonly known as the Living Wage Ordinance, and the Health Care Accountability Ordinance, also known as the Living Health Ordinance. Both programs are administered by the office of Administrative Services.

The (MCO) applies to City contracts, leases and non-profit organizations. The (MCO) requires City contractors and subcontractors to provide the following:

  1. Wages of at least $10.00 per hour
  2. 12 days paid time off or cash equivalent
  3. 10 days off without pay per year.

Mr. Waller reported that their office has performed over a hundred audits. More than 80% were in compliance.

The Living Health Ordinance (HCAO) also applies to City contracts, leases, and non-profit organizations. It requires health plan benefits that meet minimum standards to covered employees, or payments made to the City for use by the Dept. of Public Health.

Ms. Jennifer Dahlstrom presented the services offered by the Employee Assistance Program (EAP) for the City & County of San Francisco employees. (EAP) provides services to assist in resolving problems that may impact personal or working life. This program is available to any employee of the City and County of San Francisco, their family members and significant others. Currently, (EAP) is offering counseling services/support services to those that have been impacted by the City’s layoffs. EAP is offering cost-free, confidential counseling for employees, their family and significant others to help manage change, available up to 30 days after separation from the City.

Ms. Norma Tecson presented the services of the Fil-Am Employment and Training Program. The Fil-Am Employment Program was founded in 1969, 34 years ago. Ms. Tecson is the current Executive Director and has been with this program for the last 15 years. It is one of the oldest and most established Filipino Community based non-profit organizations in the United States. The Services include the following:

Employment & Training, Assist Newly Arrived Immigrants, Youth Program, and the Senior Program. The programs are funded mainly by the San Francisco Mayor’s Office on Community Development (MOCD), the Dept. of Children, Youth and their Families (DCYF) and the San Francisco Office of Aging.
