Staff Report
Mary Gin Starkweather distributed a copy of the Press Release regarding the Recruitment of Employment Committee Members for the 2004 term to every Committee Member, and requested each member to submit a letter of interest to the Human Rights Commission no later than Wednesday, February 11, 2004.
New Business
Mr. Al Williams, President of the San Francisco African-American Cultural and Historical Society presented a very informative and educational presentation in honor of the Black History Month. The African-American Historical Society was found in 1955. The library & archives are located on 762 Fulton Street, 2nd Floor in San Francisco, and the museum is located at Fort Mason Center, Building C, Suite 165, also in San Francisco. Mr. Williams also distributed information regarding the events in honor of Black History Month.
Mr. Guillermo Romero, Outreach Recruiter of City College of San Francisco presented a very informative report on the Construction Vocational English Program offered at City College of San Francisco. Mr. Romero reported that the Construction program was a very successful program that started nine years ago with enrollment of 2,000 students per year. The Committee members also stressed the great need in San Francisco for the continuation of the Construction Vocational English Program. The committee may wish to further explore this issue.
Ms. Diana Rathbone, Sr. Contract Compliance Officer, Human Rights Commission presented the PUC/CIP Employment Program. Ms. Rathbone reported that the San Francisco Public Utilities Commission is about to embark on a $4 billion renovation of the Hetch Hetchy System which supplies water to San Francisco as well as a large part of the Peninsular. The entire system is old, vulnerable and in need of repair.
The City’s legislated employment programs are as follows: First Source Hiring, Local Hiring and Non-Discrimination in Hiring. Currently, the HRC, in conjunction with the PUC, community based organizations (CBOs) and the First Source Hiring Program, is developing a combined approach to employment which will comply with the requirements of all three programs. It is based on a commitment to place eligible minorities, women and local workers for long term assignments on PUC contracts.
