New Business

1) Presentation on the Geneva Towers Housing Replacement Project - Larry Fleming, Executive Director, VVJET and James Fields, Sr. Contract Compliance Officer, HRC.

    Mr. Fields presented a very informative video detailing the history of the original Geneva Towers project, from its inception as middle income small family housing through the difficult years of deterioration to its transformation to the vibrant neighborhood of Heritage Homes.

    Mr. Fleming and Mr. Fields spoke about the cooperation of politicians, public and non-profit agencies, community organizations and especially the tenants of Geneva Towers, who made the incredibly difficult choice to "Blow up their own homes for the good of the neighborhood." The comprehensive job readiness, training, placement and retention programs provided by VVJET have brought hundreds of jobs to Visitacion Valley residents.

    Proposed Adoption of Letter of Commendation to Larry Fleming, Executive Director, VVJET - This item was postponed due to lack of quorum.

2) Proposed Adoption of Letter to Henry Nunn, Chief, California Division of Apprenticeship Standards and Rick Browning, Business Manager, IEUC Local #8, requesting information on the Joint Apprenticeship Training Committee of the Elevator Industry - This item was postponed due to lack of quorum.

3) Presentation on the Private Industry Council (PIC) - Greg Marutani, Vice-President of Administration

Mr. Marutani gave a comprehensive presentation on PIC. He explained that PIC is a nonprofit corporation that provides employment, training and research services to employers and job seekers in San Francisco. The PIC, a public/private collaboration for workforce development addresses the private sector's needs for labor market information and skilled, job-ready employees and also meets the needs of a diverse and rapidly changing workforce. The PIC provides training and job placement services for dislocated workers, public assistance recipients, low-income adults, youth and older workers, refugees and homeless individuals. For Bay Area employers, PIC offers tax credits and other financial incentives.

Public Comment

Commissioner Lee requested that staff phone the members prior to the meeting in order to determine if a quorum will be present. He stated that if a quorum was not expected, the meeting should be cancelled. The committee members who were present agreed. A member also inquired whether the "miss three meetings and you are no longer a voting member of the committee" rule in the guidelines was being applied. Staff agreed to respond to both concerns.
