Call to Order/Roll Call

The meeting was called to order by Commissioner Larry Lee at 1:40p.m. A quorum was not present.

Report of the Chair

Commissioner Lee reported that the Apprenticeship Standards of the Northern California Elevator Constructors Joint Apprenticeship and Training Committee were finally adopted. Commissioner Lee requested that Mr. Rick Browning, Business Agent for Elevator Constructors Union Local 8, be invited to the September meeting to give a report.

Staff Report

It was announced that the HRC Rules of Procedure for Complaints of Discrimination filed under the provisions of SF Administrative Code Chapters 12A, B, C, & H and SF Police Code Articles 33 & 38 were finally adopted by the HRC on May 9, 2002.

New Business

1. Presentation by Mr. Roger Langford on the City of Mondragon, Spain; a cooperative economic model.

    Mr. Langford opened his presentation by distributing letters written by various political and business leaders supporting the creation of a sister-city relationship between Mondragon, Spain and San Francisco. He explained that Mondragon, a city of 40,000 people located in the Basque region of Spain, has virtually no unemployment and a very low crime rate. The businesses in Mondragon are employee-owned cooperatives; the workers make $15.00/hr. plus a cut of the profits. Mr. Langford feels that both San Francisco and Mondragon would benefit significantly through the business, cultural, and educational exchanges that a sister city relationship would bring. He asked for the committee's endorsement of the creation of a sister-city relationship. The proposal to support the establishment of a sister-city relationship with Mondragon, Spain will be placed as an action item on the agenda for the September 5, 2002 meeting.

2. Presentation by Mr. Don Hesse - First Source Administrator, City & County of San Francisco; Report on first year of Mission Bay Construction Program; Update on First Source Hiring Program; Status report on Muni Third Street Light Rail Community Jobs Program.

    1) Mission Bay - Mr. Hesse reported that the City had received $3 million from Catellus, the developer of Mission Bay. Two kinds of jobs were to be developed; construction and permanent jobs in the commercial buildings. However, since the dot-com crisis, some of the commercial projects have gone bankrupt and Catellus stopped construction. The UCSF Biotech Building is still under construction and The GAP intends to finish their building. The residential units are still being built. Presently, there are no job opportunities for permanent employees.

    2) First Source - Mr. Hesse reported that the first source hiring requirements have been extended to cover all City contracts over $200,000 including those received by non-profits. These provisions will cover over 2200 contracts including those awarded by the Department of Public Health, Department of Aging and Adult Services and the Department of Parking and Transportation.

    3) Muni - Mr. Hesse reported that the 3rd Street Light Rail Project would last for 2 1/2 years. There are eight different contracts: the track has been divided into 5 bids for 5 different segments; there are 2 electrical bids for the platforms; there will be 1 bid for the large Metro East Facility Muni yard. Muni is working closely with the Private Industry Council and the SF Department of Human Services to maximize first source job opportunities.

Ms. Judy Starbuck Sorro announced that 100 Affordable Housing Apartment Units at Mission Bay would be dedicated to her late husband, Rich Sorro.

The Rich Sorro Commons Dedication Ceremony will be held:
