The Local Business Enterprise (LBE) Advisory Committee, formerly known as the Disadvantaged Business Enterprise (DBE) Advisory Committee, as mandated by Chapter 14B of the San Francisco Administrative Code, was formed in August 2004. The Committee advises and makes recommendations to the Commission in the development, implementation and monitoring of the policies and practices of the Local Business Enterprise Ordinance and Program. Its members are drawn from local business, labor, minority and women interests groups, trades and professions.

 LBEAC MEMBER BIOGRAPHIES

Stanley Chan

Stanley Chan has been on the LBE Advisory Committee since 2008.  He is the president and Founder of Value Fire Protection, Inc, a San Francisco-based fire protection company.  He also takes part in many community organizations including: Council of Asian American Business Associations (CAABA), Asian American Contractors’ Association, and the Coalition for Economic Equity.

Dana Dominguez

Dana Dominguez heads DLD Construction & Lumber, a San Francisco-based construction company that provides quality building products and superior service to the San Francisco Bay Area. 

Jim Fong

Jim Fong has served on the LBE Advisory Committee since 2004.  Jim is an architect at Barcelon+Jang.  He is a member of the American Institute of Architects (AIA), the Asian-American Architects & Engineers (AAAE), and San Francisco Planning and Urban Research Association (SPUR).

Miguel Galarza

Miguel Galarza is the president of Yerba Buena Engineering and Construction, a general contractor, providing engineering and construction services to public works entities. Yerba Buena focuses on civil construction: mostly roads, pipelines and other infrastructure and has a diverse client base which includes private, local, state, and federal agencies.

Lloyd Kraal

Lloyd Kraal is the president and CEO of Kraal Construction and Consulting. He is a San Francisco native and 3rd generation business owner in the City. He is active in the business community and is an instructor and consultant with Renaissance in the Bayview neighborhood. 

Darlene Mar

Darlene Mar is a licensed insurance broker and a strong advocate of small minority business issues at the local, state, and federal levels, aggressively lobbying for equal participation and open access to opportunities.  She also heads the Council of Asian American Business Associations (CAABA).

Jim Mitchell

Jim Mitchell has been on the LBE Advisory Committee since 2001. He is the president of the Mitchell Group, a city contractor for graphic reproduction, performing much of the photocopying work for medical and legal records in various city departments. He has been involved in the Black Chamber of Commerce.

Constantine Shuhaibar

Constantine Shuhaibar has served on the LBE Advisory Committee since 2007.  He is the president of Shuhaibar Engineers, a San Francisco structural engineering firm.

William Ward

William Ward has been on the LBE Advisory Committee since 2008.  He is the president of Ward & Associates, an urban planning and environmental consulting firm specializing in the preparation of various environmental documents, including environmental impact reports and statements, environmental site assessments, environmental engineering, preparation of general and specific plans, market feasibility studies and real estate services.
